Closing stacked tab in windows panel will cause blank page

Close panel keyboard shortcut (F4) opens network settings in Windows 11?
I upgraded to Windows 11, and the F4 hotkey to close/open the panel in Vivaldi is not working anymore since F4 is apparantly a new hotkey to open/close network settings. Vivaldi does still show F4 as the hotkey in menu. Anyone know a "fix"?
